Is there any way to make a video 8k in Adobe premiere pro? And what export settings would I use for a IGTV video on Instagram?

First off you are in the After Effects forum.
You can do a customs sequence setting in Premiere.
What is your 8K flavor?
IGTV is HD according to the all-mighty Google 🙂
