  60fps stuttering after frame converter

  We shoot 60fps Varicam then injest into Panasonic AJ-FRC27 Frame Rate Converter and output HDSDi to HDCam SR 720p 59.94. During playback there is a substantial stuttering when played back at 24fps from frame rate converter.
  Cameras are set up to record at 60fps with 180 deg. shutter.
  Frame Rate Converter is set up to record “Active Frame”.
  Any ideas would greatly help us out.
