4K Video Glitches

I am trying to download a google drive 4K video, the video looks fine and plays smooth on Google Drive but when I download it, I keep getting glitches towards the end and in the exact spots each download when I view it in movie players. I brought it into Premiere and keep getting the “Error retrieving frame” notification and it glitches in Premiere too. Any idea what could be the issue? Super frustrating.
