    You’ll want to create two additional frames, one that simulates a slight motion of the camera to the left, the other with a slight motion to the right.

    The first step would be to separate the subject from the background. The background may not need much more than a slight perspective transform.

    The subject will need a subtle liquefy effect or displacement with a depth map.

    It would be wise to actually shoot a similar scene (to what you are trying to accomplish from the single shot) to see how much difference there is between the three frames.

    I think you should draw a black and white depth map for the image, whereas the white represents areas closer to the camera and black means more far away from the camera. Now save it as an psd file. Open the target image once again, use ‘Filter > Distort > Displacement map’. The image will seem to shift the camera angle. Make a few frames with different settings and finally combine it as a GIF.
