29.97 sd sequence to 23.98 hd conform
Does anyone know how to convert and avid sequence in 29.97 to 23.98 keeping all the effects and shots the same?

You can do the shots, but effects will be lost (other than simple dissolves and fades) because the EDL needs to be used to convert the frame rates. Once should always edit at the rate of the final conform in order to get the benefit of a total conform. I realize that in some cases this is not possible…
