I’m not sure why you say that Vegas can only genrate PAL ones. Vegas has Color Bars and SMPTE Bars for both NTSC and PAL up to 4K resolution.

one very experienced editor who works for tv station I am working for too, said there is a difference and the most suitable for me are 1080i color bars.
