  1. What is the best format to render in vegas if I want to convert the file to flv? I am using AVCHD files in vegas.

  That depends on what formats your FLV converter can handle. Render them back to AVCHD if it will handle that. Otherwise Quicktime Animation or Uncompressed would maintain your quality.
