    You need to change to NON DROP FRAME TIMECODE.

    THis is easily achieved by changing the SEMI COLON ; to a COLON :

    The clip ending at 59;29 is actaully more accurate to “clock” time because drop frame TIme code was invented to emulate “exact” clock time. NON DROP results in clips being longer than clock time.

    which window should I change it in? It reverts back to semicolon when I enter it.

    If you want accurate timings, keep your timeline in Drop Frame. You can change it in Sequence menu > Timeline Options tab > Check for Drop Frame, not Uncheck for Non-Drop Frame.
