It should work OK but a $1,900.00 gaming PC might be a better bang for the buck.

Xeon processors are not necessarily better than i7 processors for editing, nor are more-expensive Quadro cards better-suited to Premiere than GTX cards.
Find a good PC rig with multi-core Core i7 processor, minimum 32GB RAM, and GTX 1080 graphics, along with fast storage, and you will have a great editing rig.
You will get more hardware for your money with PC versus Mac systems. Plus you can do more with expansion of PC, versus closed environment of the Mac that limits possible hardware upgrades.

For the same reason Apple sells the Mac Mini with 16 GB of RAM and a dual core CPU for $900.00 bucks. Some people don’t know any better. Don’t get me wrong I like my Mac Mini I just know Apple over charged me. Having said that I bought the Mac Mini to get experience with the OS X platform.

For the record a Coffee Lake i7 8700k CPU and GTX 1070 should be enough for most people but a GTX 1080 Ti would not hurt. If you have the money getting an 8 core i7 CPU would not hurt. A 12 Core CPU might be over kill for the price.
