    What format is your footage and where/how is it stored?

    In Preferences > Media you will notice a few settings. One is a section marked “Media Cache Files” with a directory and a box labeled “Save media cache files near originals where possible”. Unchecking this box does not stop the saving of cache files, it simply saves them to the directory specified underneath; a central location for all projects. What’s nice about this option is you can choose whatever works best for you in case you regularly move projects to other edit bays or pull projects from archive.

    The media cache database section specifies a central location for the database that keeps track of where these cache files are and what they’re associated with.

    I would probably go to each of these locations and delete them manually while Premiere isn’t running. I’d restart Premiere, start a new project and import a few pieces of footage. I’d close Premiere and then reopen to see if the cache files hold steady. It may be a corrupted database. If you’re running Mac then Id use disk utility to make sure you’re good on disk permissions and other disk issues that can wreak havoc on a normal system.
