    Hi
If you shoot footage on a pal camera and then interpret footage to NTSC, will the quality be the same as if I shot the footage in NTSC

No. Slowing the footage down repeats fields/frames to fill out the extra time. It will probably look slightly stuttery (but acceptable, like 24fps film stutter). Shooting actual NTSC will look smoother and more natural.

Ok so what are my options? I need a camera that can record in high-quality 4:2:2, with Switchable NTSC/PAL….got any ideas?.
    Thanks

Yeah, get the new Panasonic P2 camera and then use the overcranking/undercranking feature to record at 25 fps when you need Pal. It might actually work, and it can do 4:2:2

There are cameras, like the Sony HDR-FX1 that can shoot 25fps or 30fps – would that be what you are looking for?

And there are software programs like Canopus Procoder that can make the conversion. It might be easier if you were converting both to 24P, but trying to make 25fps into 30fps will by its very nature, be less than optimum.
