    When i put a effect onto my movie clip on adobe after effects
    ( Example i import a movie file and lets just say add a cc lightray effect.. )

    how do i make the cc light ray effect come on at a certain time in the video like maybe go on and off on and off.

    You use keyframes… to control the properties.

    Or an adjustment layer and trim its handles to start and stop where you want
