  Can you specify an angle to rotate/skew, but around a different reference point?

  When you use the skew or rotate menus, the reference point is always in the center. Is there a way to specify a different reference point and then say “rotate” by X degrees? I do this action a lot and it’s really annoying to always drag-rotate around the point until I’ve got it juuuuuuust close enough with the angle counter on the cursor.
