    So, I know I saw this somewhere before but can’t find it – sorry

    From the diagram below, the upper arm and forearm are (3D) layers

    A is the anchor point for the upper arm
    C is the anchor point for the forearm

    When I rotate the upper arm layer in 3D space, I want the anchor of the forearm (C) to stick to the end of the upper arm (B)

    Of course the B position could be positioned anywhere on the upper arm layer, not necessarily on the bottom right corner.

    Can anyone remember a tut or article describing this phenomenon that is eluding me?

    You should be able to position your arm parts so they connect, and then just make the upper arm the parent of the forearm.
