First, Youtube/Vimeo re-encode everything you upload. If what you upload looks good and the result is not good there is probably nothing you can do. They encode to a somewhat low bitrate and fast detailed motion does not encode/compress well.

    That said,
You project setting is 23.976 but you are rendering to 29.97. What is up with that? Why are you not rendering to your project setting?

Personally I would not use x264vfw. Long GOP codecs do not work ideally in AVI containers. I also would not use single pass ABR mode for x264. Your 6Mbps bitrate is lower than Youtube recommends for 1080 uploads. If using x264vfw I would use crf or two pass mode.

I would use the Mainconcept AVC or Sony AVC “Internet 1080p” templates and adjust as needed. Your project framerate for example and the audio bitrate maybe. Anywhere is the 10-12Mbps bitrate with the Vegas AVC encoders should probably be good enough for a Youtube re-encode. The Vegas AVC encoders are not as good as x264 but since Youtube is re-encoding just giving the Vegas AVC encoders a little more bitrate is good enough.
