so in street fighter 4 theres an effect that happens where the fighters are still bright but the background darkens, is there a way to create this effect in vegas without a green screen? the only way i can think of is an extreme amount of masking

[is there a way to create this effect in vegas without a green screen?]

The Secondary Color Corrector can be used to achieve that effect
easily. BUT, its not easy if you dont know how to use this filter
properly. So do some reading and browsing and practice on
Vegas secondary color corrector and you are good to go.
