In my case…
which may be different to yours…

I am using a 4k screen
and I has the same problems you are having…

by switching to a DisplayPort cable
instead of using an HDMI

the problem went away….

HDMI is constrained to 30FPS at the moment
Displayport on the same system will go to 60FPS

it seems like Resolve is not very good at smearing frames around
when there is an external monitor via a BMD box…
without the external box=>monitor… it was fine

this is especially true if my timeline was 24fps
