Small update, I may be able to have the computer built, so that is a potential option at least.

When I try to do this, I cannot move the “target view” where I want. I can crop it and make it look how I want, but it either stretches to fill the frame, or is stuck right in the middle of the screen.
Forgive my incompetence, I am new to Vegas.
