Another thought…
There used to be a PC-based program I would see at NAB every year that did voice to text conversion.
I think it cost less than $500. You had to “teach” it to understand you correctly by reading a page they sent with the software that had certain phonems that helped it learn.
It seemed to work pretty well at the show, but since it was a PC program and I’m a Mac guy, it was a dead end for me.
You might try googling speech to text and PC to see what comes up.
About the syncing. I would think that would be a “by hand” process.
