What you’re seeing is sometimes referred to as “boomerang motion”. It comes from the spatial interpolation for keyframes being bezier when they would be more appropriately linear for this purpose.
See the “Controlloing change with interpolation” section of After Effects Help for a full explanation and some tips on correcting this. There are a couple of links on that page back to some videos here on the COW by Aharon Rabinowitz that do a good job of showing this, too.

If you ever find a piece of software with no “technical issues”, I’d be very surprised.
The After Effects CS4 (9.0.2) update did fix a lot of problems, including many causes of crashes.

If you’re referring to the problem of some of the Cycore (CC) effects not working on the new Core i7 processors, then it’s worth noting that the After Effects CS4 (9.0.2) update comes with some updated versions of these Cycore effects that fix some known issues.

Try setting the frame blending for the layer to Pixel Motion.
from After Effects Help:
“When you time-stretch footage to a slower frame rate or to a rate lower than the frame rate of its composition, movement can appear jerky…. To create smoother motion when you slow down or speed up a layer, use frame blending…. After Effects provides two types of frame blending: Frame Mix and Pixel Motion. Frame Mix takes less time to render, but Pixel Motion provides much better results, especially for footage that has been drastically slowed down.”———————————————————————————————————

Nearly 4GB per process is the limit on 64-bit Windows. ~3.5 GB per process is the limit on Mac OS (though the foreground application gets a little less because of the Mac OS UI libraries). Because these numbers are per-process, and because a 64-bit operating system can see a lot of RAM, you can make use of around 30GB of RAM in an 8-core computer.
Yes, some compositions will render more quickly with 32GB of RAM in the machine than 16GB. Some. The usual caveats apply about not every render being bound by RAM. (Sometimes the source disk is the bottleneck; sometimes the output disk is the bottleneck; sometimes the CPU is the bottleneck; et cetera.)
