The Post|Production World conference that overlaps with NAB in Las Vegas each spring is terrific for motion graphics, visual effects, editing, and related subjects. I’ve been three out of the last four years, and I plan to go this year. After Effects is always a major part of the training, as are applications from other companies whose names start with ‘A’.

Yes, that’s something that you can do in After Effects.

The jargon for this currently very popular technique is ’tilt-shift’.

One component of a common approach is the Lens Blur effect. See the “Lens Blur effect” page; at the bottom of the page, there’s a link to a tutorial on how to do this.

Also, note this very important paragraph:
“The live Photoshop 3D layer in After Effects contains several expressions, which are used to attach it to a null layer. Use the null layer to manipulate the live Photoshop 3D layer, rather than directly manipulating the live Photoshop 3D layer’s Transform properties.”

mocha-AE should be installed by default with After Effects CS4. mocha-AE is still a standalone application. It is installed alongside all of the other applications in the Production Premium suite.

Regarding Adobe Technical Support: I provide some instructions in this blog post about how to communicate with Adobe, including instructions for sending me information with which to escalate issues with Adobe Technical Support. (Note: I’m not in Adobe Technical Support, and I’m not offering to solve your problem myself. But _if you give me a case number_ as instructed in that blog post, then I can use that to prod the Technical Support folks.)

You shouldn’t be trying to import the animation preset. You should be applying it. See the instructions on this page for several ways to apply animation presets. If one doesn’t work, please give a click-by-click account of what you’re doing that isn’t working.

The quick answer is “yes”.

If you’re importing the result into an editing system, you should use lossless compression, so the DV codec is a bad idea. You don’t need to worry about smoothness of playback, since you’re not playing this back in real time—you’re importing it into another application for further work.

I don’t know what specifically to recommend for an Avid system, since I don’t use one.
