That’s probably correct, I don’t think AE supported importing MPEG-2 until version 7.
MPEG (1, 2, or 4) is not a very good editing format to begin with. You’re always best off to convert your footage to an AVI or image sequence for best performance.

Are you trying to export as MPEG? You may need to activate the MPEG encoder. Go to the MPEG settings and there should be a button for you to click that will lead you to the activation dialog.

Select the layer. Hit Enter. Now you can type in the field.
If that doesn’t work, click the column header and try again. It goes between “Layer Name”, and “[Layer Name]”, that is, between the layer’s actual name and the name you gave it.

Match your AE render settings to your Premiere project settings. For example, if you’re using DV in Premiere Pro, use DV settings to render from AE.
If you have Adobe Production Studio, you can bypass rendering from AE entirely using Dynamic Link.

It’s there for me in AE7. Right underneath The Smoother, and above Time Controls.
If you’re not seeing it, it’s possible your installation of AE7 is damaged in some way. Try uninstalling/reinstalling.

The Wiggler hasn’t gone anywhere. Choose it from under the Window menu.

What you want to do is create an Action in Photoshop and then run the action in a Batch.
To learn how, look those terms up in the help files, or Google them. Play with it, and if you have further questions, come back here and ask them. (This will be a lot quicker and you’ll learn a lot more compared to us explaining the whole thing here.)
