Hi Max,
I found Canopus Imaginate 2.0 does an excellent job of animating Still pictures and you can add audio to the project, when complete render it and export as an AVI which is compatible with Premiere, Ive had no problems with these animated stills which have been included in regular Premiere projects together with video footage.
