After a big long lame trial and error using everything I could think of, including just about every setting from Premier Media Encoder, I finally had to spend $50 on clipwrap to take off the wrapper. Now FCP 7 lets me import the files, which are now .mov instead of mts.

Don’t waste time trying anything else recommended here, as nothing else works for a sony mts file as far as I can tell.
