It’s also important for apps that lean heavily on a graphics card, such as Apple’s Motion or Color. If you were on Mac.
But for AE … not so much. Spend the extra money on RAM, faster processors, plugins, a big monitor or a really nice chair. I’m serious on the chair thing.

Flash can export a lot of things: SWF, HTML, EXE in a package if you want. AE just exports the FLV when you choose to export/render FLV.
If the user has downloaded the latest Adobe Media Player, he/she should be able play the FLV. If not, he/she most likely cannot play the FLV.
Instead, you would want to export an SWF from AE to make something that can be played with little discomfort on the user’s part.Right, Flash gurus?

Go to the top right and look for the drop-down menu that says “workspace”. Choose “standard”.
Now if you want to see the composition window, you need to make a composition.
If that doesn’t help, you’ll have to clarify your problem, since I (for one) don’t know if you’re using the correct terminology.

I’d say that he has a red flashing LED in his hand to light his face and provide a tracking point for the lens flare.
As for the rings on the suit, they seem to be projected from a source to the right, out of frame — not done in post, but a practical, on-set effect.

AE originally started as a compositing program to layer stuff over video and do things that an editing app couldn’t do. Then a timeline was added and it became a motion graphics app. However, it’s not an editor and will probably never be an editor, so it should not be compared with editing apps. Assume nothing.

Drag the six 10-second videos into a comp in order and render that.
Drag the five 12-second videos into another comp and render that.Take each of those videos into an editing app and copy/paste/copy/paste until you have an hour for each video. Export each hour-long video, then compress to MPEG-2 if you want a DVD.
That’s one way.

Upon reflection …
Dave’s right. If you want it to look good, shoot it high-frame-rate in the first place. If you Twixtor down to 2 fps in 50% stages, you could get really weird distortions, especially if you have blurred movement or repetitive images, such as the spokes of a wheel. (Did the 12-spoke wheel rotate 30 degrees or 60? In all the confusion, I kind of lost count myself.)

If you have trouble, do it in stages: 50%, then 50%, then 50% maybe. -
Can you string the images together into a sequence, add the footage before and after the bullet-time sequence, then render a clip and post it here?
Otherwise, we’ll all be speculating.
