I would copy and cut out the wheels, then use corner pin to make them circular, then apply the Transform effect to rotate them, then corner pin again to get back to skewed status. It might work.

I like the Panasonic BT-LH2600W monitor with the Kona LHe card. The Panny makes sense because I do a fair bit of DVCPROHD work.

Each image could be made up of two flipping precomps and time the switching of the image (inside the precomp) when it’s rotated at 90 degrees to camera to hide the switch.

Just make sure you field-separate the explosion if it comes in interlaced.

… and keep in mind that you’re re-rendering your Animation footage by placing it into a sequence using another codec in FCP, so your RT settings may be affecting the clip. Try exporting your comparison out of FCP and see what that looks like.
And yes, check field order. Should be lower first for interlaced DV. If it were shot progressive, field sep should be “none”, otherwise AE will mess up the footage just a little bit.

If it’s really missing frames, you might be able to use Twixtor for that. You’d be on your own, since I’ve never used it to replace missing frames due to an error — only to create regular intermediate frames when slowing down footage.
You could also try importing into AE and removing pulldown. However, I’m concerned that some moron down the line messed up the footage. You should get the exact history of the footage, what it was shot on (film? video?) and what was done to it at each step. Try to talk to the people in the process, and try to get the original footage out of the camera, or the edited master at least. If too much was done to the footage, you may be in trouble.
You should also search the COW for “judder”. On finished footage (not an AE project in progress), it can’t be fixed, only ignored.
