I don’t have a direct answer to you question (which would probably be “no you can’t”, but some troubleshooting ideas to try.
Did you monitor the video out of the deck on the shoot to ensure it was recording correctly? Can you re-create the setup?
How are you monitoring it now? Do you have the cables reversed to your input card? Do you have a bad cable to the card? Are the settings to the card correct using component? (ie the AJA card uses the same cables for s-vid/YC and Y/R-Y/B-Y and you use the control panel to change the input type; on the AJA LHe, if you have component video going in and you select s-vid, the picture is unstable mess, not simply the red part missing.)

Can you give more details on cam model and ingest procedure
Can you play back from the original camera? Is there clean audio?

Gee, I wonder why the comments is disabled on the video. Can’t offer any advice other than gov doesn’t really seem to be for small biz at times so a good CPA and software like Quick ooks is a musr.

Here’s a shot we did in a 6′ wide hallway. Simply shot some Tota’s against the white wall on the right and against white foamcore on the left; provided plenty of even light – see monitor on floor.
I do find Kino’s nice when I have the rental budget, but most of the time I’ll shoot 650w open face at foamcore bouncing back to the screen in larger rooms. When it’s not full body.

Most of the time people use too much light with dv camera. With that, the camera will shoot at f5.6 – f13 and you get nearly zero DOF, especially if shooting wide angle. Your goal is to shoot at manual f2.4 – 1.8 to open up the lens.
Try this, put your subject 1/3 the distance from the background and the camera 2/3 from the subject – the further back the camera the better. The more you zoom in to frame up the more DOF you’ll achieve.
Now turn on your lights. If things are over-exposed you need to reduce the light for proper exposure. You do this with dimmers (although than will change color temp), by using ND gel or scrims/screens. You can use the ND on your camera or external lens filters to cut the light as well. Another thing I’ll do to “open up” is set your low gain to -3db.
It’s a challenge (but certainly not impossible) to get the perfect framing, get the desired DOF and get the artistic lighting with a camera without prime lenses. Practice, practice, practice.

Are you simply looking for that “cheap cassette recorder sound”? Why not record with a proper recorder and then cheese it up to sound the way you want?
I can tell you that consumer cassette players, especially when using batteries, will MAYBE play back at the same speed and if you are recording on one machine and playing on another, you will have significant drift and you will have many edits to bring it back into time.
2nd suggestion is to come out of the headphone jack & into your mac and capture at the same framerate as your sequence.

I think you need to highlight the “little ones on the bottom” maybe with an arrow or darken the screen except for a circle around it. I didn’t know where to look so I was looking at the yellow light on top thinking “they’re all the same size”; you may need to hold the shots longer so you can read and absorb the titles and give me time to relate it to the video.
Perhaps the shot at 13:28 could be from the left of the driver as he looks to the “little light” showing relation of height to the driver’s eyeline.
13:35 need to show relation of the front of the car with regard to the light. The shot at 13:25 shows the white minivan clearly past the imaginary line – can you put a graphic line on the screen where he should have stopped, roughly his rear wheels?
Took me 4 times to watch and read to understand. If I were in the traffic business (municipal planners or engineers for instance) I would totally get what you are showing. As a layman, took a few views to get it.
