You can make a line draw on using the trim paths function. Then you can follow it around by zooming in on it with a camera then panning the camera along with it. Or I’ve done this with a ‘master’ adjustment layer that moves and scales everything along with it. This may be a somewhat messy solution but it works and I’ve used it before.
Otherwise, as mentioned above, there may be plugins that can do it better.
