You can also right click on the footage in the project panel and go to modify -> interpret footage and from there tell it what frame right you want to set it to. This is the best way to get precise slo-mo without any guess work

Try clearing your cache folder within Premiere

Hey Chris,
I had this issue too with captions, what solved it for me was closing the captions window and going into the project panel and just double click on the captions video in there. It should bring up a new captions window that will let you add some captions. Hopefully this works.
