1. You need Canopus ProCoder and convert your PAL to NTSC 23.98 (set option “get first nearest frame”)
You must encode new MPEG2 file WITHOUT change number of frames, ONLY chabge speed of playing2. You need pulldown.exe – utility to convert 23.976 progressive source to 29.97 interlaced
OR
You can encode with procoder by setting “23.976->29.97 pulldown”Note. You can change speed of video by using VirtualDubMod. VDM can save AVI files from MPEG2 sources, and change it’s speed without change number of frames
Audio
1. you need to decode audio to wave files and change speed to 25/23.976 – Samplitude Studio, Sound Forge, Wave Lab, Nuendo and many other
2. encode to AC3 by Sonic Foundry Soft Encode, Scenarist AC3 Encoder, Surrcore AC3 encoder etc.If your PAL video interlaced, then you must transcode your video by
a) Software – Canous Procoder (slow and low quality result)
b) Hardware – you can find many transcoders with Google 🙂if you have subtitles you must extract it by SubRip, then (like a sound) change speed.
After all you can author a new DVD-ViDEO disk 🙂

4.700.000 – total DVD5 size
i.e. menu ~200 megs
then – 4700000 – 200000 = 4500000 – total space for videos/audios/subs
4500000 / film_length / 60 * 8 * 0.96 = total_bitrate_for_film
If have 2 sounds – stereo (192) and 5.1 (448) then need:
total_bitrate_for_film – 192 – 448 = VIDEO BITRATE
max_bitrate_for_film is 9800 – 192 – 448
min_bitrate_for_film is VIDEO BITRATE / 2only this formula is right!

Dual-Layer Discs
A singles-sided, single-layer DVD disc can hold up to 4.7 GB of content. For larger projects you can create a single-sided, dual-layer disc (8.5 GB), or even a double-sided, dual-layer disc (17.08 GB).When creating dual-layer discs, you must specify the Layer Break that determines which files will reside on Layer 0 and which will reside on Layer 1. In Scenarist, you set the Layer Break by specifying the first file on Layer 1 of the disc. If you change your mind, you can subsequently remove the Layer Break. You can also jump to the Layer Break, which is useful if the project contains many files and you need to easily locate the file that contains the Layer Break.
Layer breaks – parallel or opposite:
Parallel The disc is formatted so that the data tracks of both layers are written from the disc center to the outer edge. This option provides slower transition times for playback across the Layer Break, since the DVD player drive head transitions from the outer edge of the first layer back to the disc center of the second layer.
Opposite The disc is formatted so that the data track for the first layer (Layer 0) is written from the disc center to the outer edge, and then continues with the second layer (Layer 1) from the outer edge back to the disc center. Select this option when you need the shortest interruption in playback across the Layer Break, since the laser beam transitions from the outer edge of the first layer to the outer edge of the second layer. When using Opposite, the size of Layer 1 must be smaller than that of Layer 0.

1st rule: NERO birning Rom CAN NOT write dvd9 images or VIDEO_TS forlder correctly!
Nero split large (8,5Gb) images by 50|50… It is not correct!If you know, how many sectors in layer0, you can write your image by ImgBurn (dvd_decryptor’s son)
by setting Layer0 size.
If you not know layer0 size, you can write your VIDEO_TS folder by ImgBurn. ImgBurn can check IFOs, and correctly write files. ImgBurn will ask you – where you want set LayerBreak, and offer variations.
Attention! BEFORE you start recording you must set book-type for your DVD-Recorder
Book-type for +R DL disks must be DVD-ROM (see programs’s help).I know – you can do it! 🙂
