This is about a year late… but I just ran into the same question, AND found a great solution for future people that have the same question.

I am using CS6:
You can import the video clip into Photoshop (frames as layers)and even tell it to import every “x” amount of frames. Then, either export layers as files OR use the animation timeline to export the new rendered video clip.
