Link any button to any chapter and then select the menu and go the menu bar. There in “Menu” menu, choose Create chapter Index for DVD and if you want to do multipage menus in Blu-ray, choose Create Multipage chapter Index…

This error generally comes with high bit rate (more than 30Mbps I think) files using subtitles with them.
Check if your project contains any such file and try generating the same file in PPro using lesser bit rates.
