I’m not sure if this is a solution: Before trying to install the program, right-click on the file and choose ‘properties’. In the tabbed window that appears note if the ‘General’ tab is in the forefront. If it is then look near the bottom of the window and see if there is a button with ‘Unblock’ on it. If there is, click that and then apply.
Now see if it will install properly.

Vegas is a demanding program and may be having issues with the amount of RAM you currently have.
I was having an issue with certain effects at one point because apparently there is a different suite version that needs to be downloaded? I’m sorry, my recollection is a bit hazy: I had installed file NewBlueVegasProSuiteComplete-160915.exe but need the file that terminated with the version number, 161118 which cleared up a number of issues.
