I’m pretty sure that’s one of the Knoll Light Factory lens flare presets with its source point animated.

Looks like you’re sorted but my recipe which works great is to distort a bunch of Knoll Light Factory lens flares with Turbulent Distortion from Image Lounge. Both plug-ins are from Red Giant Software and are pretty much at the top of my essentials list. Image Lounge also has Fractal Fire with a ‘plasma’ preset which I use a lot. Seriously these plug-ins are well worth checking out.
