PROBLEM:
I’ve been struggling with the same issue in my home machine. Basically red or blue adjustment wire frames just won’t appear.

I suspected that my main monitor, which is a 144hz 2560×1440 Dell monitor was to blame. (Or at least its relationship with premiere).

FIX:
With this in mind, I resized my desktop settings to 1920×1080 @60Hz, restarted Premiere and it’s all working now.

My GPU is an NVidia 1070, so I’m not sure what the heck is going on, but if you have similar monitor settings, might be worth scaling down for your edit.
