No need to remove Premiere manually.Just download and install the microsoft msi cleanup utility
https://download.microsoft.com/download/e/9…1bd/msicuu2.exe

Launch it and look for Adobe Premiere. Just click on it and then remove. Close the utility.
Problem solved!
