Nope and this is precisely why folks spend extra money on pro-level cameras and timecode equipment. Consumer gear can and will drift, especially over very long takes. But if that’s not in your budget, he only solution is to blade and manually resync to counter the drift.
I suggest starting from about an hour away from the end and see how many times you need to blade again as you approach the start of the take where sync will be closest.

Highly recommend doing proxies within FCPX directly as the preferred workflow you try.
As long as the projects are intelligently managed at the Library level you’ll be fine. Manual proxies are a much more prone to something going wrong not to mention they take away from one of the automation areas FCPX really excels at.

It all comes down to the format- some can be decoded and trimmed others can’t. My suggestion would be instead of using the Dashcams really bad compression you get a dashcam with an HDMI output and feed it to a nice ProRes recorder. Footage will look a lot better and you’ll be able to easily trim on ingest.
Blackmagic Video Assist or Atomos Ninja Star would do the trick.

You can download and use the 30 day Final Cut Pro X 10.2.3 trial to update your Final Cut Pro X 10.0.9 or earlier projects and events to libraries and then update to Final Cut Pro X 10.3.

FCPX is night and day different to FCP7 (as has been covered ad nauseum) so expecting 1:1 equivalents is an exercise in frustration.
Not all of the tools from 7 are there. Many are replaced by better or combined alternatives.
If you really want to learn FCPX, I cannot recommend highly enough training from https://www.rippletraining.com or https://www.xintwo.com

But you can simply remove them from the Library and then relink to the originals manually via the Finder. But beware- make sure the original clips all match and relink properly before deleting anything.

Some formats cannot be trimmed during ingest- H.264 being long gop is typically one.
