Web video can be pretty much any frame rate. 24/25/29.97/30/50/60 are the most common and all look fine and play on YouTube/Vimeo etc.

Actually you must choose a frame rate when you start a new timeline- it cannot be changed once you start editing. As most of your footage is already 24p I would highly recommend using that as your timebase.

I would definitely try to leave the downconvert to the last step in the chain to maximize quality on the fix shots. Resolve has really excellent noise removal capabilities as well- however you would need to purchase the full version to do the work in 4K.

All I can say is that if you use AAF and FCPX in the same sentence x2Pro is a must have option.
