In the end we swapped the Video card and the error message went away and the error message went away and the decklink card started working.
Having said that, with video desktop enabled the main monitor (cinema display) is horrible.
Slow refreshes, fragments left over etc etc. I had to disable the video dektop and it is back to normal.
