This type of image is commonly called pointilism or stippling. There are some online tools to convert raster images to pointilism raster images, but I’m not aware that any of them can create a vector image…

It works for me. The box has “Character:” written in orange to the left, and is located next to the box for font point and style (regular, bold, italic, etc). Can you take a screenshot and show us?
