I was also having problems with titles and imported stills which appeared jagged on the rendered video played on a TV. Adding the filter as suggested and re-rendering solved the problem. I am also puzzled as to why it works. Is it something to do with the way in which Premiere renders still images when initially imported which is changed when a re-render is forced?? Is it a field problem?
