Thanks a bunch everyone. Using tracked motion fixed my issue. Looking back on this post I’m surprised you understood what my issue even was. Apparently I’m really bad at explaining things. 😛

In this photo I’ve made it a little bit more clear.
When I try to move Shia Lebouf off screen to the blue area so just his torso shows and his legs are off screen he gets cut off in the area i circled in red.
This only happens when I use footage that is a smaller resolution then the background footage. When I use footage that is 1920x1080p just like the background this problem doesn’t arise.
