Hi there,
I would try either EL wire or glow in the dark fabric. http://www.worldaglow.com has both and has done some amazing lighted and glow costume stuff. EL wire can run off a battery pack and is a fun safe light source. It also comes in lots of colors. Glow in the dark fabric on there site is either green or blue.
