It’s truly baffling to see what Adobe has been doing to its software lately. Changes to the interfaces, memory usage, etc. Cannot fathom why the software developers opt to make so many changes in a short period, but if this helps, here’s how you can fix that ‘Save As’ problem through a setting:

 

 

(MAC) >Photoshop > Preferences > File Handling > File Saving Options

(WINDOWS)> Edit > Preferences > File Handling > File Saving Options

Click on the box next to >Enable legacy “Save As”.
