That has nothing to do with it UDF is the format of the disc. Region codes are set when authoring. Not sure what is available to read what the disc has. I have a piece of software DVDAfter Edit that can and even allows you to make changes but that is a fairly expenses program.
The problem is I’m having to resize the images because they need to be pillar boxed if 4:3 to 854×480, or remove letterboxing. The end file has to be 854×480 for everything.
The audio is already 48K but it is compressed, AAC I believe.

Why not tell us what you are compressing the videos to in compressor. There are so many things you could be doing wrong. ALso when are you getting the general error.
Your post is a little confusing. If your are making a SD DVD then no it will not be HD, if you are just wanting to put files on the disc then yes you can put HD movies but then you should not be referring to it as a SD DVD it is just a DVD disc. But we have to do your menus like I said with programs like Flash or Director.
