I know this is an old thread, but this issue was driving me crazy too, and I wanted to share my solution.

Take the audio clip to a clear part of the timeline.
Place any video in the video track above it, for a length of time longer than the audio clip.
Select both items.
Control click on them and select NEST.
Now delete the video from the resulting nested sequence.
Add reverb to the entire nested sequence.
