A lot has changed since the original post in this thread. Thankfully, much of it is no longer accurate. Encore is not needed to author blu ray.
In Final Cut Pro, hold down shift-command-E and choose Blu-ray from the drop down. Check “Create Blu-ray disc” for menu authoring options.
To answer your specific question James, you could do Blu-ray in Toast 9, but it requires the Toast 9 HD Blu-ray add on, which I believe is an extra $20.
