I had this problem, and in my case it was because I was viewing proxy media but exporting using high quality media. Background rendering had obviously finished working on the proxy media, so nothing was showing up in the tasks panel, but for some reason it felt it needed to render the high quality media before allowing the export (when you’d think it would be able to render any as yet unrendered elements as part of that process).
