I have found a way to improve the quality when burning to DVD. Select the sequence, choose export to Encore, then open the settings window.
You’ll find an ‘Output’ tab in the top left corner of the export settings window. Tick de-interlace.

This fixed the problem for me. I hope it works for you too.

I have burned the section of footage I took the screen shot from using Encore, and the problem remains. I will re-capture the DV this weekend and will advise the outcome. My feeling is that as Mike mentioned, unless you use PP to capture, the problem will remain. Dan, what app did you use to capture the video?

I will re-capture using Premiere Pro and advise the outcome.
