I have bad news for you.

I found this thread looking for the same issue and apparently it has something to do with hardware. I have exact same machine with the same OS build and have the same problem. I have tested various Premiere versions and still get the same effect: when I go full screen it starts to drop frames.

I think it has something to do with graphic card. Before i had gtx 660 card and everything worked normally. I upgraded to gtx 970 and now it works faster with most applications but I noticed the problem with premiere. I also have another issue – when starting computer with 2 monitors connected – sometimes it loads system in the first try, sometimes it restarts over and over again until system is loaded. It usually needs 1-4 tries. The guy who have built my machine suggested that gtx 970 is a newer cards and thats why it can have issues with older OS version. Maybe upgrading OS would help?
